fire agencies putting in overtime, the governor declared a drought in the state of california, and the governor is urging all of us to start conserving now. we have team coverage begins with lillian kim. >> hopefully it will rain eventually in the meantime we have to do our part. reporter: governor jerry brown is urging californians to reduce their water usage by 20%. >> i think the drought emphasizes that we do live in an era of limits. nature has its boundaries and we have to be as efficient and elegant the way we live and conduct ourselves. >> california is in the middle of what could be the worst dry spell since 100 years ago. precipitation in most of the state is less than 20% of normal and res sore red reservoirs aret

84, monterey. a record high for the month of january at salinas airport. signs of temperatures beginning to moderate gradually next week but no sign of rain. we'll look at the seven-day forecast in a few minutes. >> bermingham police are looking for a brand new mercedes-benz that hate pedestrian -- hit a pedestrian this evening. the silver mercedes made a left turn at the intersection, hit a pedestrian crossing the street, seriously injuring him. the driver did not stop. police say the vehicle had temporary dealer-issue another license plates. >> the fa and the ntsb are investigating a collision between two single-engine planes at reid-hillview airport in san jose. sky 7hd was overhead when it happened. two planes, cessna 127 and a piper pa-24 were involved in the accident. both planes were badly damaged. the faa says the piper was

taking off when its suddenly lost engine power. it crashed right into the cessna, which was sitting on a taxiway, waiting for its turn to depart. three people involved in this accident are all okay. we're glad tell you. san francisco police were investigating another pedestrian hit in a crosswalk, this time by the driver of a car with the on-demand ride service lyft. the accident happened at jackson and larken streets. this photo shows the elderly pedon an the ground. the driver and her passenger got out and helped the woman. she hurt her leg, possibly broke it. the driver was not cited. >> look twice again and just make sure before you make your turn is clear and everyone will be safer. >> this comes on the heels of a fatal accident on new year's eve when an uber-driver killed this

little girl. the united taxi workers called for tighter regulation for these companies inch a stage lyft said we're sorry to hear this happened. we deactivated the driver as we collect more details. the suspected serial arsonist appeared in a san jose courtroom today facing even more charges. he also reportedly confessed to setting these fires. vic lee has the story. >> prosecutors filed more charges against patrick brennan than the two count office arson which police had booked him on when they arrested him two days ago. now the 48-year-old is facing ten count office arson and three more charges of attempted arson because of the severity of the case, the judge granted the prosecutor's motion for no bail. outside the courthouse, district attorney jeff rosen said the total amount of damages so far exceeded $6 million, and that they still had not ruled out

attempted murder charges. >> six of the structures were occupied by individuals, by people, by residents of our county, at the time these fires were set. fortunately no one was injured or killed. reporter: brennan was arrested wednesday at his trailer in this mobile home park nowhere most of the fires were set. the biggest blaze destroyed a warehouse, causing an estimated $5 million in damage. another fire ravaged this home on east st. john's street last friday. >> mr. brennan would gather combustible materials and then light them on fire. >> this is a three strikes case because of approve convictions inch 1999 he was arrived for setting more than a does wildfireness south bay and he was convicted two of them. this is how he appeared in a stretch police distributed at the time.

he is also a registered sex offender. brennan cooperated with police, and reportedly showed them the places where he chose to set the fires and told them he knew people were inside some of those places. brennan waived his arraignment today and will enter a plea next month. vic lee. golden gate bridge officials are holding meetings to get your input on toll increased. for the first time officials are introducing the idea of incremental toll increases. that is similar to what has been done with ferry and bus customers. if the proposed hike goes through drivers will pay $8 and fast track customs 2.50. there is a public meeting at the whistle stop, wednesday, petaluma, and thursday, fort mason center in san francisco. >> a lot more to bring you here on abc7 news at nine.

flow of warm, dry air from land to sea continues to be a major factor in our weather picture. now, as you look ahead for the next ten days, from our current date, which is january 17th to the 27th, notice some moisture approaching the pacific northwest and the northernmost part of the state. they get some just trace amounts of rainful around january a 25th, 26th, 27th. does not appear any of the moisture will work down to the bay area, certainly not into southern california. so no rain for us for a while. overnight tonight, clear skies. dry conditions. chilly in the north bay valleys. low temperatures in the upper 20s. we'll see mid-to-upper 30s in the inland east bay. 40s around the bay. tomorrow, sunny and warm again but a couple degrees less warm than it has been of late. low 70s in the south bay, low 70s on the peninsula. upper 60s on the coast and in and around san francisco. upper 60s to around 70 in the north bay.

prepare to smile. a military mom who has been stationed overseas gave her son a real surprise during his basketball game. 13-year-old basketball player derek jenkins was set up by the coaches to receive a surprise visit from his mother, lieutenant colonel katrina jenkins sellers who has been in hawai'i. the refs called a fake technical foul. derek was sent to the free-throw line. his mother snuck up behind him. >> look at this. national debate before the use of force. a police officer firing on a car. inside a mother and her five children. tonight that police officer is telling his side of the story. here's the exclusive interview. >> the traffic stop that outraged so many for so many reasons. a mom stopped for speeding along a new mexico highway, keeps taking off on police. with her five children in the minivan. >> open the door! open the door! >> at that point two more officers show up for backup. one of them, eelas montoya, fires three shots as the minivan takes off again. watch as he lines up with the white line on the road and appears to aim at the left rear tire. >> i'm not shooting at a human being. i'm shooting at a tire. >> those gunshots cost him his job. montoya says the dark tint on the van's windows prevented him from seeing the children. ages six to 16.

are u.s. allies. >> the supreme courts agreed to decide whether police need warrant to search the cell phones of people they arrested. the court ruled 40 years ago that police do not need a search warrant to look through anything you have in your's -- your possession when taken into confidence but now phones contain confidential a documents and photographs. >> the federal government has enough money to operate through september. president obama walked across pennsylvania avenue today to sign a $1.1 trillion budget in the new executive office billing. money to run the government would have run out at midnight tomorrow. the budget is a bipartisan effort and it scales back the automatic spending cuts that hit major social programs last year. it contains less spending than democrats want, but more than republicans desire. there are signs tonight that the data breach at target may be part of a broader worldwide attack. a new homeland security report indicates that several retailers

>> good evening. how much does it cost to have a baby in california? a new study reveals there may be a big difference depending on how and where your baby is born. the costs range from $3,300 to $37,000 in some cases. the study found that costs were higher in areas with higher wage earners, and for-profit hospitals charge significantly more. but in most cases there was no explanation for why the hospitals charge more. researchers chalked it up to excess charges. childbirth is the most common reason for hospitalization in california. as many as half a million women

give birth in a hospital every single year. then there's this. you can now print your fetus into a figurine. a company called 3-d babies says it's like holding your baby before their born. the process is relatively simple. 3-d babies takes your sonograms, tweaks them and then renders the image into a plastic doll via 3-d printing technology. the babies come in three sizes, eight-inch life size, four. inch half sigh and a two-inch mini. the companies is trying to crowd fund. >> a new calf is making waves at six flags, the first female dolphin being born there and for the unique way her mother communicated with her before she was born.
